Orientation and Training
Procedure:
- The Training Coordinator is responsible for the overall development and coordination of the orientation program and for implementing the portions that cover corporate history, philosophy, policies, benefits, and new employee files and documentation. Each supervisor is responsible for orientation as it applies to introducing the new employee to the specific job and department and may select a coworker to serve as a sponsor to facilitate the new employee's transition.
- Supervisors are responsible for recommending employees for special training programs, for providing on-the-job training, or for arranging on-the-job trainers. Training will normally be conducted during regular working hours.
- Supervisors may approve employee participation in continuing education and/or training programs when that instruction is regarded as beneficial or considered necessary for satisfactory job performance. In some cases, employees may be required to enroll in and complete the programs satisfactorily.
- The Executive Director must approve, upon recommendation of the appropriate administrator or supervisor, employee participation in special programs, either external or in-house, dealing with supervisory, professional, or management development; cost reduction; quality improvement; or compliance with government regulations.
- MDCBDSN will provide special training programs for safety and health matters when considered necessary or as required by government regulation.
- The Training Coordinator will be responsible for maintaining training records and notifying supervisors in a timely manner when training courses are due. The supervisor has responsibility to schedule their staff for training in order to keep staff training requirements current.
- For purposes of identification of appropriate training requirements for all agency staff, the following definitions shall apply for this policy:
Direct-support staff — Disability Specialist-A, Employment Specialist-A, Human Service Assistants and Human Service Substitutes.
Professional Staff — Early Interventionists, Nursing Staff, Residential Administrators, Day Program Directors, Case Managers, House Managers, Job Coaches.
Administrative Staff — Executive Director, Executive Assistant, Administrative Assistants, Director of Operations, Family Services Director, Finance staff, Human Resource Administrator, Maintenance Coordinator, EI Supervisor, Day Services Administrator, QA Administrator, Training Coordinator.
Direct-Support Staff
The Marion-Dillon County Bd. of DSN adopts the SCDDSN Directive 567-03-DD and the CORE curriculum for Direct-Support Staff. The Marion-Dillon County Bd. of DSN also adopts the Positive Behavior Supports Curriculum for use in agency in-service and orientation.
Courses for pre-service for Direct-Support staff would include:
- Agency Orientation — History - Organization.
- Abuse/Neglect/Accountability/Confidentiality/HIPAA.
- OSHA/Preventing Disease Transmission/Medication Side Effects.
- Recognizing signs and symptoms of illness and suicide/lifting and transferring.
- Fire Safety (Including proper operation of fire extinguishers).
- First Aid.
- Mandt or other Agency Approved Crisis Intervention.
- CPR.
In addition within 60 days the following courses/requirements will need to be completed:
- On-the-job training.
- Understanding Disability.
- Defensive Driving.
- Positive Behavior Support.
- Person-centered planning and personal outcome measures.
- Advanced Med Tech.
Professional Staff
Professional staff are to receive the following courses pre-service:
- Agency Orientation — History - Organization.
- Abuse/Neglect/Accountability/Confidentiality/HIPAA.
- OSHA/Preventing Disease Transmission/Medication Side Effects.
- Fire Safety (Including proper operation of fire extinguishers).
- First Aid.
- CPR (Early Interventionists only).
In addition the following courses are to be completed within 60 days (Note: staff will be unable to operate an agency vehicle until Defensive Driving has been completed):
- Understanding Disability.
- Defensive Driving.
- Positive Behavior Support.
- Person-centered planning and personal outcome measures.
- Mandt or other Agency Approved Crisis Intervention.
Administrative Staff
Administrative staff are required to have pre-service in the following courses:
- Agency Orientation — History - Organization.
- Abuse/Neglect/Accountability/Confidentiality/HIPAA.
- Fire Safety (Including proper operation of fire extinguishers).
In addition Administrative staff are to receive these courses within 60 days of employment (Note: staff will be unable to operate an agency vehicle until Defensive Driving has been completed):
- Understanding Disability.
- First Aid.
- Defensive Driving.
Re-certifications
The following courses require re-certification at the following intervals:

Annual Requirements
• Direct-Support Staff
Ten hours of training related to their job-duties. This does not include re-certification courses in First Aid, CPR or Mandt.
• Professional Staff
Ten hours of training related to their job-duties. This does not include re-certification courses in First Aid, CPR or Mandt.
• Administrative Staff
Ten hours of training related to their job-duties. This does not include re-certification courses in First Aid.
It will be the responsibility of the employee to maintain a file to document his/her ten hours of annual training each year. Copies of training or conference agendas or copies of minutes of meetings where training occurred will be considered appropriate documentation of this requirement.
