Furlough of MDCBDSN Staff

 
NOTE: This Policy is intended to outline a procedure should it be necessary through budget cuts or financial conditions to enable a furlough for employees of the Marion-Dillon County Board of Disabilities and Special Needs, (MDCBDSN).

Procedure:

The Marion-Dillon County Board of Disabilities and Special Needs shall follow all regulations as required by the Department of Labor. The MDCBDSN will implement its furlough policy in a way that will be fair to all employees of the agency. Direct-care staff will be exempt from the furlough policy except in extreme cases of budget cuts as determined by the Executive Director and the Board of Directors.

Furlough will require that all employees subject to furlough take one (1) day of leave without pay per month during the duration of the furlough period. This day will be selected by the employee and approved by their supervisor. A leave slip must be submitted that documents the day that will be taken. Supervisors will consider conflicts in scheduling and work loads as when to approve employees for furlough.

To make the administration of the furlough easier and with the least possibility of errors, a percentage of salary equal to the amount of the one (1) day of furlough per month will be deducted from the employees pay during the entire duration of the furlough.

Benefits and leave accrual rates for employees during the furlough period will remain the same.

Furlough periods must be recommended by the Executive Director and Finance Director and be approved by the MDCBDSN Board of Directors.

It is expected that the bulk of work normally completed by the furloughed staff will continue as normal. The MDCBDSN staff will work as a team in helping each other with the work load as directed by supervisors.

Purpose

To establish a procedure to enable a furlough for employees, should it be necessary through budget cuts or financial conditions.
